Estonia bans the entry of Russian citizens with a Schengen visa issued by Estonia. The decision was announced by Estonia’s Minister of Foreign Affairs Urmas Reinsal.
According to Reinsalu, the rule will go into effect next week. This regulation does not affect immediate family members of Estonian citizens, Estonian residence permit holders, diplomats and their family members, and employees of shipping companies.
At this time, the rule does not affect people with Schengen visas issued by other countries.
Reinsalu’s statement did not clarify whether entry would be banned only directly from Russia or from other Schengen countries as well. Current Schengen regulations require all states to allow all people with valid visas issued by all countries to move freely within their communities.
Estonia stopped issuing tourist visas to Russian citizens in the spring shortly after the war in Ukraine began. Currently, visas are only issued to Estonian resident relatives or for humanitarian reasons.
The Estonian Ministry of Foreign Affairs has already proposed to discuss a total ban on visas for Russians at EU level. The issue will be discussed at the EU Foreign Ministers’ Meeting in Prague in late August. The European Commission said the current norms of the Schengen Agreement do not offer such an option, calling the discussion “highly hypothetical”.
