This proposal demonstrates the transition from the current five-weekly email collection and delivery system to a three-weekly system, as previously proposed in reports presented by several state secretaries.

All individuals and organizations may comment on the proposed proposal until the end of November. Congress should have the opportunity to discuss the final bill by early 2022.
